TERMS OF REFERENCE FOR THE PROJECT PERFORMANCE ASSESSMENT:

“Strengthening the protection of the right to good treatment of children in Northern slums and the National District of Santo Domingo”

1. INTRODUCTION

The realization of this final external evaluation of the project “Strengthening the protection of the right to good treatment of children in Northern slums and the National District of Santo Domingo” “has been promoted by Navarra New Future Association (ANNF), recipient of the AECI grant and by the Dominican Institute for Integral Development (IDDI), local counterpart in the Dominican Republic.ANNF worked since 1993 in projects to support children in developing countries from international cooperation department and since 1971 is making an important social work with children in situations of vulnerability of the autonomous community of Navarre through household residential implemented. Furthermore, as the third axis, the Association has a specific department of international adoption. For its part, the IDDI is a Dominican institution nonprofit founded in 1984 in order to help overcome the effects of poverty in rural and urban areas, with a vision of work based on the integral development, developing actions in the Health, Education, Physical Work, Income Generation and Sustainable Development. He has over 15 years implementing projects of development cooperation, funded by the AECI, and through decentralized cooperation, with counterparts in recent years different Spanish NGO, like Oxfam, Humanism and Democracy Foundation, CODESPA, CIPIE , Fundación Cánovas del Castillo, Solidarity International Research Center for Development and Cooperation (CIDEAL) between otras.Actualmente, the IDDI focuses its activities on supporting low-income people living in the poorest areas of the country. Some of the interventions similar to the proposal, among others, have been: Project to improve the quality of the educational process of children who attend early education in 7 bateyes wit Christopher Columbus in San Pedro de Macoris and Monte Plata, funded World Bank, serving creative expression and recreation in community, education of mothers, fathers and families of children / as up to 5 years on child development, elimination of worst forms of child labor or through education, and Installation and operation of room to grow (EPC), as support centers in early childhood education, in order to reduce the backlog in basic education and dropout children 7 bateyes of the mills in the province of SanPedro de Macoris and 3 slums in the city of Santo Domingo.

Son evidentes los esfuerzos de las Naciones, los Estados, la Cooperación Internacional y las organizaciones de la sociedad civil; que han generado todo un movimiento alrededor de este tema; en los últimos años en la República Dominicana se han logrado algunos avances; al día de hoy se comienza a interiorizar el enfoque de la preparación y la prevención dando pasos para superar la cultura emergencista que durante años predominó en el sistema nacional de gestión de riesgos y atención en emergencias.

Los desastres siguen ocurriendo en todo el globo terráqueo, esto se acelera aún más con el cambio climático; estas situaciones lesionan severamente a millares de personas que son afectadas directa e indirectamente, los cuales reclaman ayuda para aliviar el sufrimiento que causan los desastres; esta asistencia la cual se ha denominado por el movimiento internacional como ayuda humanitaria debe brindarse a tiempo, con calidad y sin discriminación.

La asistencia a las personas afectadas por los desastres de origen natural, social o antrópico es un derecho que tienen los seres humanos,; son muchos los profesionales de diferentes ramas del saber, muchas las organizaciones que elaboran y diseñan estrategias en la búsqueda de llegar a las personas afectadas para que su situación sea menos incomoda en estos momentos tan difíciles; personas que en algunos casos quedan a la intemperie sin techo, sin alimentos, sin familias en el peor de los casos.

Este 19 de Agosto nos desafía a los miembros del IDDI y a todo el movimiento humanitario en general a continuar haciendo los esfuerzos necesarios para seguir mejorando la calidad del trabajo por y para las personas que sufren a consecuencia de los desastres.

Projects for conversion to natural gas firms are likely to receive funds from the market of carbon credits.

To provide guidance to companies on how Dominican opportunities offered by the market of carbon credits, and accompany them in the process, the Dominican Institute for Integral Development (IDDI) has the platform to exchange projects to combat climate change called Caribbean Basin Climate Exchange (CBCX).

Juan Manuel Diaz, who is executive director of the Department of Sustainability IDDI, that in the last three years have contacted the major Dominican companies to introduce the benefits, both environmental and economic, which provides a migration to production processes cleaner.

“Four years ago we began to see that in the Dominican Republic were not taking advantage of international mechanisms and structures that were created to combat climate change mitigation issues and clean development mechanisms,” she says.

In that vein, argues that time there was a total ignorance of how to access international funds to implement projects to reduce greenhouse gases, “The idea was to create a platform for us to identify projects at Dominican, and help place them ininternational markets for carbon credits, both the European and the U.S.. ”

In the last three years have come to the country’s largest companies likely to come into the market for carbon credits, to take an interest in the fight against climate change and take advantage of market opportunities in carbon credits.

Juan Manuel Diaz reports that some companies do not know that when running a project to replace fuel oil by natural gas are contributing to climate change and reduce the natural gas by nearly 70 percent of emissions of carbon dioxide (CO2).”Therefore, the reduction of emissions can be converted into a project with which you can get some funds,” he says.

IDDI, through its Department of Sustainability, provides guidance and advice to businesses on how to get funds from carbon markets. The accompaniment ranges from project identification, design profile, their presentation to the National Office for Climate Change and Clean Development Mechanism, formulating the final draft, design methodology, management of international validation, submit and register before the United Nations Convention on Climate Change, set the monitoring plan how you will measure reductions in greenhouse gases, to manage the sale of certified carbon credits.
